why I cannot add to ubuntu repos

I tried to add to ubuntu repos, however, I received following email:

of course ehcp touches system files. Thats why I dont like many packaging systems. so, I write my own install.sh,
I do not want to read guidelines, howtos, about just a package. I want to conentrate on my software, not package.
thats why, I cannot build ehcp deb package, or I cannot add to ubuntu repos.
